The project "Future targets and international approaches to mitigation" studied the implications of alternative policy targets and policy instrument choices on greenhouse gas emissions and the economic performance of Ireland. Initially, the work plan was to conduct a series of targeted research activities for a period of twelve months, and focus on policy advice in the last six months of the project. As climate policy rose to prominence on the political agendas of Ireland and the European Union earlier than expected, we had to reverse the order of research and policy advice. The subsequent economic crisis required that some of the scenario analyses be redone. As the research phase of the project was postponed, it emerged that some of the initially envisaged analyses had been done by other researchers already. In close cooperation with the project officer and the steering committee, the initial work plan was therefore revised. The broad themes of the initial project proposal were maintained, but specific details were substantially altered. Overall, however, the project succeeded in combining academic research and policy advice; and the total output considerably exceeds what was foreseen. This report describes the four main pieces of analysis, namely business as usual scenarios, climate policy in Ireland, international climate policy, and behavioural studies and concludes by presenting some indicators of the overall performance. The papers that result from the project are attached as appendices.
