Resource or Project Abstract

Integrated Pollution Prevention and Control (IPPC) licensing has recently been implemented across the EU. Ireland has a relatively long histroy of integrated licensing dating back to 1994, and emissions data submitted in Annual Environmental Reports (AERs) to the EPA may be used to infer the success of this licensing. However, it can be difficult for regulators and policy-makers to discern overall trends in environmental performance, and identify priority emissions, from the 28 emission-parameters routinely reported for individual installations. We devised an Environmental Emissions Index (EEI) model, based on Life Cycle Impact Assessment characterisation, normalisation and weighting methodologies, to compare and aggregate 20 key mass annual emissions reported in AERs. Six major environmental impact categories were considered. A sectoral pollution trend was derived for the Pharmaceutical manufacturing sector from 1995 to 2007, and used to estimate the change in pollution intensity of Pharma prodcution over this time. The influence of IPPC licensing on pollution intensity was estimated based on a survey of the industry. Sectotal pollution trends were also derived for the Chemical, Food & Drink, and Power Generation sectors, from 2001 to 2007.

Lineage information about this project or dataset
This project was funded by the EPA in order to collate the large quantity of data on emissions and energy use reported in Annual Environmental Reports by industrial installations regulated under IPPC licensing. These data were regarded as a key source of information to assess the effectiveness of IPPC regulation.
Supplementary Information
Data were obtained primarily from Annual Environmental Reports submitted by IPPC-regulated industrial installations, and held by the EPA.

Environmental Emissions Index MS Excel model; Energy and emissions time-series for the Chemical, Food & Drink, Pharmaceutical, and Power Generation industrial sectors; pollution avoidance by the Pharma sector specifically attributable to IPPC regulation.

In addition to an EPA report, outputs have been published in three papers (Environmental Science and Policy 12: 226-242 and 243-256; Environment International 35: 1177-1187), and a further two papers are pending publication.

Thanks to EPA personnel for assistance with AER data collation, and to Pharmachemical Ireland and environmental managers from the Pharma sector for responding to questionnaires and providing additional information.
